Project & Portfolio Management is a topic which has been ad hoc at best in many organizations. Those that haven't used PPM concepts, techniques and tools have often found themselves (at best) wondering if their investment mix is optimum, and many of those who then apply PPM concepts find that they have indeed been mis-allocating their scarce resources.
