"The Resource Budgeting Spreadsheet is incorrect -- the calculations for the costs (lower half of s'sheet) point to the wrong cells in column C in the FTE section, as well as the wrong corresponding cells for the number of heads in the FTE section. Also, all calculations assume each / every month has exactly 21 working days, when in fact some months have as few as 20, and as many as 23, which varies from year to year for each specific month. The spreadsheet should have been validated to ensure it is correct prior to publication -- the idea is a good one, but the design and execution is flawed."
